In Germany, the law dictates an ESA, but the assessment is done according to Local norms and legislation and the qualifications of assessors is deturmined also by Local norms and legislation.
"The Phase I ESA must be in compliance with ASTM Standard E1527-05. This standard also defines the qualifications of the environmental professional who conducts the assessment. "
I don't have this standard, yet. Could some please elaborate as to what the qualifications are, because I would attempt to submit the site assesment in German together with a translation to fullfill this prerequisite by including an additional section to show that the assessment meets the requirements of the American Standard.

I hope someone else might have more insight, but I don't know the details of the ASTM standard, nor did a LEED consultant I checked with. In the U.S. we don't normally need to be familiar with the details of it.You might check this Phase I ESA blog site, which has some more in-depth knowledge.

I’m currently having the same problem as you describe above, a Swedish project with a local site assessment by an environmental engineer. Have your documentation been reviewed and if so, where there any problems with the local assessment?

I submitted the local site assesment documentation (which was all in German) and summarized the finding in a narritive in english. The Credit is anticipated according to the review comeback.

LEED maintains "the intent of the credit can be met by demonstrating that a regulatory agency (the EPA or other agency with jurisdiction) has determined that the site is contaminated. LEED also accepts local remediation standards sufficient to meet the credit intent. Provide an executive summary from the investigation's report, explaining the extent of contamination and required action. Follow an accepted (local) standard for remediation, and summarize in a narrative.

I am also having a similar problem on a project in Haiti. However, we have not been able to find an environmental professional to conduct the assessment. This type of site analysis is not typically done in Haiti. Does anyone know of the requirements for the environmental professional or if some other similar type of professional could conduct the assessment?

I'm Having the same problem in a project in Egypt , as Ministry of Environment only provide Environmental Impact Assessment which is totally different , and i couldn't find any consultants or agencies, so i was wondering if the project team can do this assessment for the project , or what are other possibilities
