I'm trying to determine the applicable VOC limit for an interior liquid-applied vapor barrier product, to be used on interior block walls surrounding an interior swimming pool. I've looked through the SCAQMD Rule 1113 categories, but don't see anything resembling a liquid vapor barrier product, unless it would fall under generic "sealers". Any thoughts would be appreciated!

If the product is applied to an architectural substrate for functional or decorative purposes it is a coating and regulated. Depending on the label claims, this could be any number of categories including Waterproofing Concrete/Masonry Sealer, Waterproofing Sealers or Non-flat Coatings. The manufacturer should be able to tell you the category and limit.
The exception is that not every product is a coating. Joint sealants are sealants and subject to Rule 1168. An applied solid membrane is not a coating, but adhesives used with it would also be subject to Rule 1168 in the context of LEED.
