The credit states the following: Install daylight-responsive controls in all regularly occupied daylit spaces within 15 feet (4.5 meters) of windows and under skylights for at least 25% of the connected lighting load. Question # 1 - does 25% refer to the total connected lighting load for the space included in the project boundary? Question # 2 - If the total available daylighting load for the entire project, regardless of being regularly occupied or not, is less than 25% of the total connected lighting load of the building, does that mean this credit point is not achievable by the project?

1. That is how I would interpret it.
2. If it is the total lighting load then yes it cannot be earned. It think that provision is there so you don't necessarily get the credit for installing a daylighting control only in a very limited area which would not have much energy savings.
