We are working on a project where a significant amount of the domestic hot water ring feed piping will be cast into the concrete walls, and the designer is querying if these pipes will need to be insulated as per ASHRAE 90.1. There do not seem to be any exceptions in the ASHRAE 90.1 for pipes in concrete, but we are just wanting to confirm that. Do pipes cast in concrete have to adhere to the same insulation requirements?

No exception that I know of. Depending on where the concrete is located its ambient temperature could be very similar to the ambient temperature of the air, so the losses could be similar. Just because the pipe is in in concrete does not mean the heat loss will be significantly less as concrete has very little insulating value.
