The guide is not very clear about interior or exterior insulation when we use option 2.
Exterior insulation must be included in option 2 calculation for New Construction of offices ?
Or, exterior insulation must be included only for healthcare and school projects ?

Exterior insulation is considered only for healthcare and schools projects. For all other projects include only materials within the waterproofing membrane of the building.

Is this valid for option 1 as well?
TABLE 5 in the reference guide page 668 concerning insulation states "includes following wether part of building interior or exterior".
TABLE 1 do not specifically mention 'interior insulation' but does mention 'interior paints or adhesives'.
It seems unclear if insulation outside the waterproofing membrane is to be included for option 1, thanks for your help!

Yes. The table is confusing. It was written to cover both the situation where you are just concerned about interior insulation, and the situation (healthcare, schools) where you need to consider exterior as well, rather than including two separate rows.
A colleague, John Mlade, wanted to be sure and sent an inquiry to GBCI. This is their response:
"You were right. The reference guide is a bit unclear on this, but, essentially, the note in table 5 is misleading, it was intended to refer to both interior and exterior walls rather than to both the interior and exterior of an exterior wall. We will release an addendum to clarify this in the near future. Thanks for pointing this out to us."

It is mentioned "Exterior insulation is considered only for healthcare and schools projects." above. Does this mean exterior insulation need to comply with the "additional" insulation requirements (i.e. have no added formaldehyde) for school and health projects? Addenda ID# 100002025 specifies that insulation is included IF inside the building waterproofing membrane. I am not sure if this applies to all BD+C projects or just non-HC and school projects.
