I have some confusion surrounding review of the Innovation credits. While this is technically a "design credit", I understand that it can be submitted in any phase. Our team would like to submit it during the Preliminary Construction Review, and then again with any revisions for the Final Construction Review. During our Prelim Design Review, we did not fill out the Innovation documentation or hit the "ready for review" button, but there was an innovation section listed on our review that identified credits that received Exemplary Performance. My question is this - if we submit for the Final Design Review without documentation of innovation strategies, but the reviewers award exemplary performance from other credits, will we still have the opportunity to have our innovation and pilot credits reviewed in the Construction Phase?

Yes, the Innovation credit will remain open in every phase (assuming not previously awarded for all 5 points). You can add, subtract, and/or replace strategies along the way. Any single strategy will get two rounds of review (not accounting for any appeal) and can be replaced with a new one if a phase remains. Any new strategy added for the Construction Final will only get one round of review though.
Note that in order to get all five Innovation credit points, project teams must achieve at least one Innovation point and one Pilot point - so you can't just have all EP and/or Innovation - you'll need to attempt a Pilot credit if you want the fifth point.
