Do the strategies ( successful innovation credits) in Innovation database get upgraded to Pilot credits in future or they are project specific and open/closed type ?

It's actually the other way around.
Registration for the pilot credit and feedback about the experience is required to achieve Pilot Credits. This is because these credits are in testing-mode for potential future inclusion in the Innovation Catalog. If the feedback indicates that there are significant problems with the credit (threshold too high, calculation is broken, etc.), the credit is closed without moving to the Innovation Catalog. If the feedback indicates that it is a well-defined and worthwhile credit, the credit is closed and moved to the Innovation Catalog. Any project can then pursue credits in their Innovation Catalog by following those published requirements. You are not required to pre-register for Innovation Catalog credits as they are no longer in testing-mode and feedback is not required.
