Hi John,
USGBC recently released a new resource for Innovation and Pilot credits for projects know what credits they can attempt based on the rating system and type of project. The information is housed in the credit library and you can access it from this link:
http://www.usgbc.org/credits/existing-buildings/v4/pilot-credits
You will notice on the left side of the screen there is a tab for Pilot Credits and one for the Innovation Catalogue. It is under these tabs that you can find the open pilot and innovation credits available for your project type. From what I can see I do not think that Electric Bicycle-Cars are an acceptable option.
