Incentive/Regulatory Frameworks that Incentivize Operational and Embodied Carbon Reductions in Development

Hey there Hive Mind,

I'm tossing a question out here as I know various compositions of us have had pieces of this conversation about how operational and embodied decarbonization has been incentivizes at state and local levels through various regulatory frameworks. I meant to do research on this topic for a project team of mine and time has just totally gotten away from me and I'm barreling toward maternity leave starting December 19.

To that end, I'm reaching out to all of you with my Hail Mary: Please send me any regulatory frameworks at municipal or state levels that have helped accelerate work toward operational and/or embodied carbon reductions.

I know Maryland just passed the Climate Solutions Now Act in 2022 which is anticipated to accelerate operational decarbonization across the state over the next couple of decades, but it doesn't so much incentivize it as it does legislate it. I know various other jurisdictions that have legislated on decarbonization, and I am interested in that too, but I'm not sure of any incentivizes that may have come alongside any of that other legislation.

The City of Seattle has a number of programs including alignment with Living Building and 2030 Challenge, both of which address carbon reductions: Green Building - SDCI | seattle.gov
