We have a 20-storey residential building, which will be naturally ventilated, so to meet IEQp1, naturally ventilated spaces shall be permanently open to the outside at a distance of 8 meters (25ft) of a wall or opening useful in roofs, the opening area must be at least 4% of the net occupiable floor area.
The question is:
Does this percentage should be constantly open to ensure ventilation, or is it sufficient that this percentage is only operable?

Section 5.1.1 of ASHRAE 62.12007, speaks about the space being "permanently open to and within 8 m (25 ft) of operable wall or roof openings to the outdoors, the openable area of which is a minimum of 4% of the net occupiable floor area."
Based on this, it is enough that the openings to the outdooors are operable and don't need to be constantly open.
