Hello,
I'm working in a project that has 2 meeting room of 7 m2 next to each other and one of meeting room is exposed to exterior window.
My doubt is, do I have to install a separate control (installing a VAV box in each room) for each meeting room to comply with the ASHRAE 90.1 mandatory (item 6.4.3 Controls) or I can use a single thermostatic control to control the temperature of the both rooms, considering that the room is very small and can be grouped as a single zone?

6.4.3 requires controls by zone, not by room. So you could use a single thermostatic controls for both rooms. The occupants may curse you for it later as they disagree over the setting :-)

So, to define a zone I don't consider if the zone is or not exposed to solar radiation, only the schedule and the type of the rooms are take in consideration. Am I correct?

The definitions in 90.1 are a very helpful resource.
zone, HVAC: a space or group of spaces within a building with
heating and cooling requirements that are sufficiently similar
so that desired conditions (e.g., temperature) can be maintained
throughout using a single sensor (e.g., thermostat or
temperature sensor).
Regarding solar radiation it depends on which way the window faces.
