How the fan efficiency W/cfm and pump efficiency W/gpm is decided in Ashrae 90.1?

Where or which book we can find about how the fan efficiency W/cfm and pump efficiency W/gpm is decided in Ashrae 90.1 just like what type building or how large build is considered and how long duct or pipe is considered?

The book is ASHRAE 90.1-2010. In the Proposed model these values would be the same as the design. In the baseline this is fully explained in ASHRAE 90.1-2010, Appendix G. Your question is very broad and difficult to answer. Perhaps you could be more specific?

Thank you, marcus. Sorry for confusing you. It is a bit hard to me to exactly express my meaning using English. Now let me put an example, assuming we have a 20 floors building, 100 meter tall. the building`s chilled pump power is 3 times than base case chiller pump power. So I think if the base case pump efficiency 22w/gpm is suitable for such a higher building, because greater head is needed. So what type building should the base case pump efficiency based on?  The same question can be put on fan efficiency.

It appears you are trying to "design" the Baseline building. Appendix G defines the Baseline pump power in W/gpm and fan power in Watts independently from the building size or height. So the flow rates should be auto-calculated based on the loads and temperature difference of the water/air, and the pump/fan power should be directly input based on these flow rates. There should not be a need for inputs for head/static or efficiency in the Baseline model.
