How to demonstrate the materials are reusable or recycable?

The LEED language reads:

Ensure that at least 50% of nonstructural materials, by cost, are reusable or recyclable, as defined by the Federal Trade Commission Guide for Use of Environmental Marketing Claims, 260.12. [Canada ACP]

While I don't have access to the Federal Trade Commission Guide for Use of Environmental Marketing Claims, 260.12., can anyone advise how to demonstrate this strategy? Thanks.
