How to account for Transients when defining Fixture Usage Groups

We have an office building/warehouse that also has an exhibit/social gathering space with a large number of transients. Some of the building users are closest to unisex toilets only. I defined two fixture usage groups based on their proximity to toilets with or without urinals. What happens to the total number of transients? The Water Usage Reduction Additional Guidance seems to be silent on the subject. Can I divide the total number of transients between the two fixture usage groups, or do I have to assume that the total number of transients could be "roaming" in proximity to toilets with or without urinals (e.g. account for the total number of transients in either fixture usage group)?
