The school we are designing is in a community with a large Amish population. Can we count our (2) buggy parking spots as Low-Emitting vehicle parking? We have (3) spots designated for fuel-efficient cars already. We need (5) total to achieve the necessary percentage.

Robert, strictly speaking, I would say not, because those vehicles won't have achieved the necessary rating.However, common sense is on your side, in my opinion. I would either submit a CIR to request approval of this approach, or explain the approach in a narrative with your submittal and hope that it is well-received.

If you are successful in your argument that the Amish buggy should be considered a LEV, I would add that you might have to document that the Amish and their buggies constitute at least 2/5 of the total "vehicle" transportation to/from school. I also agree with Tristan, common sense is on your side.
