Hi Pamela. Yes, NPS documentation sufficiently meets the documentation requirements to prove that it is a historic building.

Would a site plan locating the 9 requirements have to be uploaded also?

Yes, you will need to provide a site plan that indicates the location and dimension of the required elements, except for those from which the project might be exempt because of its historic status (the principal functional entry and building-height-to-street centerline ratio requirements).
