I have a doubt on how to establish the heating setpoint for an HVAC system which has no heating system.
In a specific project, I have only cooling system serving conditioned areas. According to appendix G, when no heating system exists, the heating system classification shall be assumed to be eletric, for the proposed and baseline systems.
But at simulation time, should I adopt a heating setpoint (for both, baseline and proposed models), so that the heating system doesn't work (for example, -20°C). ?

There are no requirements for the temperature settings you use. The only requirement is that the settings are identical in both models. It is common practice to do what you suggest.
