Depends on which type of use is the building. Acording to v4 reference guide, page 200: "The top level of multilevel parking structures is considered nonroof surface if it has parking spaces, but roof area if it has no parking spaces".
24 inches is approx. 60 cm of fill+turf it's not do much so it can be considered as a vegetated roof if your underground building not serves as a parking lot.

If you want to be certain, and your project is entirely underground (which is unusual), I'd recommend emailing LEED Coach to get confirmation.
