Healthcare Clinic Recirc Requirement in Baseline

Hello, we have a healthcare clinic project where applicable codes require high ACH rates in certain medical spaces. The supplied air at the required ACH rate can be composed of the minimum ventilation required and recirculation only from non-medical spaces. Does this apply to the baseline as well? Thank you!

The Baseline can be modeled with supply air at the required ACH rate, since Section G3.1.2.9 allows the Baseline supply airflow rate to be based on "the airflow rate required to comply with applicable codes or accreditation standards."
