I just received a review that did not award MRc5, because the Regional Material cost added up to 9.99%, not "the minimum of 10% required for one point." 

I can understand not granting 9.5%, but taking this to the second decimal place on a project with $4,000,000 in material cost seems like turning a building project into a science fair project.  I was only $350 short, but fortunately I'm able to change my simple average calculation for concrete (several mix designs) to a weighted average calculation to make up for this insanely small difference.

Now we know how reviewers apply general math rounding conventions - they don't!
