Can someone please point me to where "hazard levels" are defined for this credit? The Excel workbook refers back to the credit language for a "high hazard designation", is my understanding correct that the hazard level is essentially equivalent to the vulnerability, but removing the adaptive capacity of the project? I.e. how severe a hazard is in an area, not taking the structure and other protections into account?
