USGBC has a Green Cleaning Policy template in the Resources section of the Credit Library. One of the strategies under Hand Hygiene is that "All restrooms will be equipped with hands-free soap dispensers, faucets, hand dryers, and towel dispensers". Would a simple towel dispenser/waste receptacle combination meet that requirement? No moving parts and you don't have to touch anything but the towel to pull it out.
