Is there a list of Innovation strategies available to v4 projects?

I’m confused about how many points I can earn for each strategy (innovation vs pilot credit vs exemplary performance). Is there a limit on each type of strategy if we want to earn all five Innovation points?

Long shot question for those of you working on GSA projects - has anyone had success submitting the GSA Custodial Specs for LEED's Green Cleaning and other O+M related policies?

Conversely, has anyone working on GSA projects successfully submitted for the O+M Starter Kit?
Looking for some/any kind of guidance.
