My project uses ground-source heat pump and also VRV system. However, there is no minimum efficiency requirement in ASHRAE 90.1 for them. How should I fill the ASHRAE compliance form. May I leave the equipment efficiency section as empty?
More importantly, may I tell the project team that LEED has no requirement on the equipment efficiency and they can choose the equipments with whatever efficiencies?
Thank you in advance.

There are minimum efficiency requirements for water-source heat pumps.
For the VRV systems simply list that there is no standard rating for VRV equipment efficiency and no minimum efficiency requirements.
Since 90.1 (referenced by LEED) does not have an efficiency requirement for VRV thee systems should be modeled as designed.
