ASHRAE is not specific about deducting for floor openings. For cost estimating and code review, we normally deduct elevator shafts and stairwells. Is this normally accepted during review? I have a project with a penthouse mechanical space that is under a gable roof. Do we calculate the entire floor area of this space, or just that portion with a clear height of 7.5'?

Gary, I normally include elevator shafts, stairwells & mechanical penthouse space in the gross square footage for a project. If you have a specific reason for excluding it, I would suggest noting that in the PIf2 special circumstances to be clear.
