For an international project, what if a local equivalent for identifying sensitive habitat cannot be determined?

Greenfield with Underground Utilities

Hi all

My project is a green field site apart from utility services (water and electric) which run underground through a portion of the site for neighbouring buildings.

Could this be considered previously developed?

Based on this information, I would assess that the project site is still a greenfield. The goal of LEED is to support smart-growth principles, particularly around densification and infilling.
