Hi Vanessa.  Short answer. No. GreenCircle is not an emissions certification and focuses more on manufacturing, product lifecycle and recycled content. If the product in question is a carpet or resilient tile then it has to meet specific emissions testing requirements, and GreenCircle does not provide that certification as far as I know.
