Is providing leaflets in the reception of the building and case study on the owner's website enough for the Green Building Education Program?

It somewhat depends. Green Education Programs are required to have 2 unique, distinct components which need to be comprehensive in nature. Typically, what this translates to is that you need 2 different methods/items (unique) which each cover different project achievements (distinct) while also still addressing all of the different LEED credit categories (comprehensive). If the same information is repeated in both places, the program is usually not seen as providing 2 distinct components.
I could also see there potentially being an issue with your proposed program as you are essentially providing just 2 case studies (in albeit different formats). If the written documents are distinct from each other and both comprehensive, you could definitely try it. But you might want to consider adding/switching one of them to a more unique delivery format to ensure achievement.
