One of my projects is being required to do some frontage improvement work along with the project itself. As part of the frontage improvement work, the City is requiring permanent irrigation be installed. I'm not sure what water source the irrigation will be connected to. Since the irrigation is required by the local government, I wondered if it could be excluded from the Outdoor Water Use Reduction calculations. This would seem similar to the permited exemption of government-mandated roadway lighting from Light Pollution Reduction. Has anyone else run into this and tried this approach or heard anything related? Thanks!

Exemption in government mandated roadway lighting is different from goverment required permanent irrigation to be installed. In lighting pollution reduction, the roadway light surely will make it very difficult to comply with maximum illuminance level at lighting boundary. However, in your case, provision of permanent irrigation will not make it difficult to achieve outdoor water saving. You still can select plant species with low irrigation demand, despite permanent irrigation is installed.
