Has anyone found any manufacturers (paints, adhesives & sealants) that can provide the General Emissions Evaluation information in the UK or EU?

Most members of the industry association GEV will have that information available for adhesives and sealants, see www.emicode.com/en/gev/members. The EMICODE label qualifies here, see www.usgbc.org/resources/low-emitting-materials-third-party-certification....
Regarding paints, all large paint manufacturers located in Germany and its neighbour countries, and several other European manufacturers, should be prepared as well.

We experienced significant challenges in finding EU/UK products that meet LEED v4 low-emitting requirements. Under the Reference Guide "Resources" tab, there is a USGBC document called "Low Emitting Third Party Certifications and Labels" which helped demonstrate equivalency for other EU/UK-based low-emitting programs. For example, we found some paints, adhesives, sealants that met EMICODE EC1-Plus, which meets LEED v4 requirements. Please note there is a different distinction between EMICODE EC1 and EMICODE EC1-Plus.
