FYI - GBCI has announced a new pricing structure for LEED projects effective December 1, 2016. All projects registered on/after this date are held to the new pricing model. All projects registered before this date have the option to pre-pay their fees at the old rate, however, the fees must be paid in-full by March 1, 2017. I would assume that you would need to reach out to GBCI directly for a special pre-invoice and that the LEED Online system would not have the pre-pay capacity built-in.

Looking at the new fee structure, a couple of things stand out:
1. Registration fees increase of $300.00 per project
2. For projects with gfa > 750,000 sf, "Contact GBCI". Wow.
3. Expedited Review fees increase from $5,000 to $10,000.
4. Campus fees yet to be determined.

When I called GBCI regarding previously registered projects' fees, I was not offered the choice to pre-pay.
And this minimum fee for projects under 250k sf seems very steep! Particularly for the projects in the under 5k sf threshold, like transit stations and bank branches.

I think you have to use their Contact Us form as they indicate in their post (http://www.usgbc.org/contactus). Make sure to select the "Certification Question" option so that you can put in details regarding the specific project (so they can verify eligibility, calculate the fees, etc.). Calling doesn't actually connect you with staff at their headquarters and I think only that office can handle the pre-pay process. I reached out via their online platform and got a prompt response with the custom invoice and custom payment instructions, so it definitely is available. Good luck!

Also, just noticed there is no fee category for CS projects. Does it mean the BD+C fees apply? Doesn't sound right.
