we are designing a school project with 14 classrooms and 5 more classrooms planned for future expansión of the school. Those 5 classrooms will not have anything but the walls, windows, and doors. Then there will be no electric fixtures and no lights. 

The client doesn't have any date established for the future expansion to be done. All 5 classrooms are distributed across the 3 floors of the project. 

my question is: For the Commissioning Purposes, can we commission only the percentage of the project that is planned to be fully used, equipped, and constructed, and obtain the certification when the documentation of this phase of construction be done.
