My question is regarding a multi-phased campus project. Are we able to count future planned open space towards the credit threshold, and if so, what documentation would this require (i.e. plans, signed confirmation, etc.)? The space in question is currently within the project boundary but was previously developed. It will be landscaped and redesigned as part of a future phase of development and will serve as a recreational space with a children's playground and dog park. Thank you!

Usually, if you're allowed to count future development of something towards a credit, the Ref Guide will address it. I don't see future phases called out; if it's similar to other credits' requirements, you'd need an affidavit from the Owner, and it would have to be completed within a certain timeframe from the completion of your project. Since it's not addressed in the language, though, I would email LEED Coach with your situation's details and see what they say.
Do please post back here with their response if you reach out.

Hi Andy,
Yes, it should be able. You need to provide the final master plan to show the open space that will be done in future.
