FTE calculation for 24/7 facility

We have a detention center intake facility which operates 24/7.  Monday thru Friday there are 16 employees per 8 hour shift.  On weekends there are 14 employees per 8 hour shift.  (We also have max capacity for 24 detainees which we are counting as transients.)

FTE (M-F) = 16 employees x 8 hrs x 3 shifts = 48

FTE (S-S) = 14 employees x 8 hrs x 3 shifts = 42

FTE = ((48 x 5 days) + (42 x 2 days)) / 7 days = 46.29 (daily average)

Is this the proper way to calculate the FTE?  Which number should be used as FTE for the Water Use calculations?

You will need to calculate the employee hours in the building. The Reference Guide states: "For buildings with more unusual occupancy patterns, calculate the FTE building occupants based on a standard eight-hour occupancy period." Equation 2. FTE employees = (Σ all employee hours) / 8
