We are having trouble finding EPAct-compliant fixtures. Is that a problem?

Where can I find a clear meaning of "public" and "private" as relevant to lavatory faucets?

Flow Restrictors

Hello, we have non compliant faucets and showerheads, therefore, we are going to install flow restrictors. Would we need to test them at 60 and 80 psi? the whole building has a pressure of 3 bar (43 PSI).
