Flavia, yes, the credit can be earned on sites without slope.

Eliot, is this still applicable in v4?
In the "Changes from LEED 2009" section there's a note stating:
"Projects that locate on a site without existing slopes greater than 15% may NOT earn the credit."

Elena, thanks for catching this, and I owe Flavia an apology because I was mistaken when I answered him last November. You're correct that in v4 project sites without slopes over 15% can no longer earn the credit as they once could under v2009. I had missed that change in v4.
