Fixture Usage for Travel Plaza/Rest Stop

The documentation for WEp1/WEc3 submitted for this project indicated 5,000 retail customers per day visiting the Travel Plaza, utilizing the plumbing fixture usage rate of 0.2 uses per day as defined in the LEED 2009 reference guide. Design Preliminary Review comments were received indicating that a higher usage rate would be expected, and to provide a narrative and supporting documentation used for determining a reasonably accurate expected usage rate. The design team completely agrees and expects the usage rate to be higher than the defined 0.2 uses per day. Has anyone completed a similar project utilizing a higher, more reasonable usage rate for the facility type?
