We have some external uplights that are used to light statues from below. I presume these go into the calculation as a special feature area which has a baseline unit of 2.15W/m2 - but how do I determine how many m2 a statue uplight covers? At the moment I have just made the power (W) of the baseline and the proposed feature uplight be the equal - which is fine with me if this is fine with the assessors.

Sounds like a geometry problem. The fixture will have a certain spread and be mounted a certain distance from what it is illuminating. I would guess you pick a plane at a reasonable distance and calculate the area. This is just off the top on my head so feel free to correct me if I am wrong.
