CI-2009 SSc1:Site Selection

Farm on Roof

Our client currently has no landscape to maintain on site as this is a city office building. However, a roof farm is being considered. Would this roof farm be considered landscapting and therefore be applicable to Path 7, Water-Efficient Landscaping?
