There is not an exception for furniture storage cabinets constructed with factory finished metal.
While metals are inherently non-emitting, the coating or finish can emit VOCs, depending on the coating type, age, etc. Often powder-coat materials on metal provide compliant, low-emitting finishes as any potentially VOCs present are baked out in the factory, however not all powder coat materials are the same.
