I am working on the factory existing building project. the machine load is about 3000 kw. when i put all the electricity and other consumption data into energy star portfolio manager and i am using case-2: Project does not eligible for energy star rating, the result comes that based on putting source EUI and corresponding national average median is less than requirement. How i can qualify for this credit.

Factory building are not a space type that will generate a score in the Portfolio Manager. You will need to use one of the options listed within Case 2.
You will still need to provide the kBtu/sq ft (GJ/sq m) value from the Portfolio Manager tool.

thanks for your input.
yes i am using this case-2 strategies but my Kbtu/sq.ft is much higher.so percentage improvement over national average is less than 25. this is due to the more machine load on the building deamnd.

If the project building does not demonstrate the minimum improvement over the national average, then it will need to benchmark against itself.
If the project building does not demonstrate the minimum improvement when benchmarked against itself, the project could utilize LEED Interpretation #10220 to document compliance.
