Facades Extending Sidewalks

For the following requirement: - If a facade extends along a sidewalk, no more than 40% of its length or 50 feet, whichever is less, is blank (without doors or windows). Is the requirement met if the ground floor is without many windows but the upper floor facades have full glazing? Thanks.

It would be most helpful to hear of others' experience with windows above the ground floor. We have a project that meets the requirement with second floor windows, but has too much blank wall on the ground floor. Is the façade requirement that the windows (and obviously, the doors) mentioned in this pilot credit be on the ground floor? Thanks.
