In the v3 reference guide, changes were made to clarify recycled content could define "the extraction point for recycled materials is the location of the raw material prior to the manufacturing of the final building product." Does anyone know if that guidance is still applicable to v4 with the 100 mi local criteria? Example if my steel comes from a mill within 100mi and the mill's recycled content raw materials also comes from withih 100mi of the project, can I count that recycled content as "local"?

Yes, my understanding is that it is the same application - if they can verify the mills raw material (or steel scrap in this case) was from w/in 100 miles of the mill and your project, you can claim regional multiplier.
