Is external verification always necessary?

Hi all! I have a doubt about EPD, could someone help me? This credit explains that products with LCA (ISO 14044) or EPD (ISO 14025) that have at least cradle-to-gate scope are valued as 1/4. My doubt is: In this case, can the manufacturer do the product declaration WITHOUT external verification? Auto-declaration is enough? Thanks.

By my understanding, a manufacturer's self-documentation is not enough.
