Commercial Interiors projects only need to include lighting INSIDE the building in the calculation of the lighting power density. External lighting does not need to be included.
We had a project with terrace lighting several years ago and the review team confirmed that external lighting does not need to be included in the calculations.

In general you need to include everything associated with the project's scope of work. If that includes exterior lighting then it would be included. It gets excluded if the exterior lighting was already installed. Same goes for lighting in unconditioned spaces.
