We have a project that specified exterior lgithing for 1120 W. Based on IECC, we could claim supplemental allowance of 1300 W regardless o the exterior area. However, 90.1 does not indicated it, could we still use it in EAp2? I think SSc8 allows it but EAp2 or 90.1 does not make it very clear...

Both SSc8 and EAp2 are based on 90.1. You can't use IECC.
The newer versions of the SSC8 form use 90.1-2010 values since this version aligns better with the light pollution zones. Under this method there is a supplemental base allowance.
For EAp2 you can use the 90.1-2007 methodology which will normally show more energy savings. You can also use the 90.1-2010 method since it produces a conservative result.
The methodology used does not have to be consistent for these credits.
