Hi
I'd like to know if digital media screens located outside the project building also need to comply with light pollution reduction requirements i.e do not exceed a luminance of 200 cd/m2 (nits) during nighttime hours and 2000 cd/m2 (nits) during daytime hours ?
Also should the Power consumption be included as part of "process" as it for advertising, or under Lighting (LPD) for Energy modelling ?

If the screen is outside of the building, but within the LEED project boundary, then it must comply with the Credit's requirements.
There is no hard rule I know of for where to include wattage for screens. Pick the one you think is most appropriate.
