Exterior digital screens for advertising

Hi 

I'd like to know if digital media screens located outside the project building also need to comply with light pollution reduction requirements i.e do not exceed a luminance of 200 cd/m2 (nits) during nighttime hours and 2000 cd/m2 (nits) during daytime hours ? 

Also should the Power consumption be included as part of "process" as it for advertising, or under Lighting (LPD) for Energy modelling ?

If the screen is outside of the building, but within the LEED project boundary, then it must comply with the Credit's requirements. There is no hard rule I know of for where to include wattage for screens.  Pick the one you think is most appropriate.
