Exterior applied products

Hi all! I have a question regarding LEED requirementes for exterior applied products for schools and healthcare projects: Does a roof PVC membrane have to comply with these requirements or those requirements are adressed only to wet applied products? Thanks for your help!

See above: Requirements for: Exterior applied products for (Healthcare and School Projects only) Testing methods used: Adhesives, sealants, coatings, roofing, and waterproofing materials applied on site must meet the VOC limits of California Air Resources Board (CARB) 2007 Suggested control Measure (SCM) for Architectural Coatings, and South Coast Air Quality Management District (SCAQMD) Rule 1168, effective July 1, 2005.

Does anyone know if building site/civil elements have to comply?  For example, the v4 Reference Guide states "Two materials are prohibited... coal tar sealants for parking lots and other paved surfaces."  However, then in the definitely of building exterior makes no mention of civil/site items AND the "adhesives, sealants, coatsings, roofing, and waterproofinf materials" don't include "site elements" on the list.  Thinking about any concrete sealants or sidewalk expansion joint material or asphalt striping paint needing to comply for this credit category.  Any help is much appreciated!
