We are adding a Natatorium addition to an existing YMCA. In conjunction with this work, there will be new exterior lighting installed. There is already considerable exterior site lighting serving the existing building and parking. Are we correct to assume that all lighting existing and new that is run off the building systems would have to comply with the light pollution credit?

Michelle,
No, you should not assume this. All exterior fixtures (building or site mounted) that are within the LEED PROJECT Boundary have to be included in the analysis.
Per credit language: "Meet these requirements for all exterior luminaires located inside the project boundary (except those listed under “Exemptions”)"
Note: analysis is done relative to the LIGHTING BOUNDARY, as defined in the credit.

Hi Michelle,
If the new lighting is located inside the project boundary, then yes, it must meet the credit requirement (LEED BD+C v4 guide page 207).
Please also take note for lighting boundary, when additional properties owned by the same entity responsible for the LEED project are contiguous to the project site and have the same or a higher lighting zone as the project, the lighting boundary may be expanded to include those properties. (In these cases, it is best if a lighting master plan is developed). Thus, if there is modification from lighting boundary, a justification shall be provided (LEED v4 BD+C guide page 215).
