If building next to an existing parking lot, which will serve the new structure, does the parking lot footprint need to be included in the LEED project boundaries? Assume there will be minor upgrades to the existing lot (EV charger/ lighting upgrades)

the Minimum Program Requirements of the LEED reference guide address this type of situation.
"the LEED project boundary must include all contiguous land that is associated with the project and supports its typical operations"
That said, when it comes to existing sites the GBCI seems to be leniant on how the LPB is applied as long as it is NOT drawn in such a way to unrealistically achieve a prereq or credit (e.g. Heat Island when the parking is asphalt).
